Operations Framework - Terms of Reference for Swimming
Instructors Technical Committees 2006
NATIONAL SWIMMING INSTRUCTORS TECHNICAL COMMITTEE
(This structure will, to maximise operating advantage, have at least three
members residing in the Metropolitan Area, of the Head Office of Swimming
South Africa).
1. Highest decision making authority accountable to the Executive of
Swimming South Africa
2. Representatives of Swimming Instructors in South Africa.
3. Consult with Provincial Units on all matters of national importance
before making a decision.
4. Serve as Members of the General Council of Swimming South Africa.
5. Create opportunities and support for demographic and gender balanced
representivity.
6. Advisory to the Education & Training Unit within the Athlete Development
Department of
Swimming South Africa.
7. Advisory to the Education & Training Unit for the co-ordination of the
Professional Development Programme for Swimming Instructor.
8. Responsible for public standards assurance within the practise of
swimming instruction.
9. Advisory to the Learn to Swim Unit for the effective implementation of
swimmer award systems and recreational swimming events.
10. Accountable to the Swimming South Africa Affiliate in this area of
operation; functioning as service provider to Provincial Technical
Committees; with good corporate governance principles being the guiding-line
for finance and administration management.
11. Establish support for the SSA Swim Shop.
12. Advisory on Information Management System.
13. Advisory on Swimmer and Instructors Award System.
14. Advocacy for Swimming Instructors 15. Host of the National Swimming
Instructors Conference 16. Relate to and import international best practise
regime.
PROVINCIAL TECHNICAL COMMITTEES
This structure will follow the operating boundaries of Swimming South
Africa’s Provincial Affiliates.
Members of this Committee must be registered with SSA Provincial Affiliate
and be lodged within the protocols of the National Technical Committee.
1. Serve to advise the National Technical Committee on needs at a Provincial
level.
2. Represent Swimming Instructors at SSA Provincial Affiliate’s Council
Meetings.
3. Create opportunities and support for demographic and gender balanced
representivity.
4. Organise and co-ordinate the workshops for the Instructor’s Professional
Development in the Province.
5. Manage the administration and control Workshop funds and attendance
registers.
6. All finance management and banking will done through the Treasurer of the
Provincial Affiliate of SSA.
7. Order and receive equipment and badges on behalf of Instructors in the
Province.
8. Receive, check and process applications for Centre Accreditation.
9. Provide SSA Accredited Facilitators and Examiners for LTS Courses.
10. Provide list of LTS Centres for new candidates to log teaching hours.
11. Advisory to SSA Provincial Liaison Officer in matters regarding Swimming
Instructors.
12. Accountable to the SSA Provincial Affiliate in this area of operations;
functioning as service provider to Instructors; with good corporate
governance principles being the guiding-line for finance and administration
management.
SATELITE UNITS OF THE INSTRUCTORS TECHNICAL
COMMITTEE
This structure makes provision for a practical operating base within an
accessible radius to approximately 30 Swimming Instructors.
This unit must register its Committee with the Provincial Technical
Committee.
The communication, management and finance protocols must be via the
Provincial Technical Committee.
This unit will serve the Instructors of that area; however, anyone choosing
to function directly with the Provincial Technical Committee has the freedom
to do so.

1. Represent Instructors at SSA General Council Meetings .
2. Provide administration and liaison support for Provincial Tech.
Committees.
3. Provide support for SSA Training Quality Management System.
4. Set curriculum for Continuous Learning Programme.
5. Plan Instructor & Swimmers’ Awards criteria.

7. Stock Order & Control.
8. National Instructors’ Conference biennially:
Provincial Technical Committee (7 members,
each with portfolio) Provincial Liason Officer to serve as ex-officio member
of the Committee.
1. Represent Instructors at SSA Provincial Affiliates General Council
Meetings.
2. Provide administration and liaison support for Instructors.
